Supervision Recieved:
Apprentice: Works under the general direction of the Operations Manager and Master Electrician. May receive direction from plants electrical instrumentation technicians.
Journeyman: Works under the general guidance and direction of the Operations Manager, and Maintenance Lead.
Master: Works under the general supervision of the Operations Manager and Maintenance Lead.

Supervision Exercised:
Apprentice: None
Journeyman: As assigned by the Plant Superintendent and on a case-by-case basis, provides general supervision to plant operations and maintenance staff in monitoring and control of treatment plant operations.
Master: Acts in a leadership role to assign and delegate workload for the electrical department with an emphasis on work assignments being completed in a timely and efficient manner. Provides status updates to Plant Superintendent by communicating progress and/or issues related to current projects and assignments. Coordinates with other plant departments, outside contractors, and vendors to ensure plant electrical systems are stable and in good condition.
Supervises and mentors all Electrical Apprentices and Journeymen in complying with Utah Division of Occupational and Professional Licensing laws, thus allowing for proper licensure. Ensures that Electrical Apprentices and Journeymen are following all District and industry safety practices.


Essential Functions

Apprentice:
Performs routine maintenance and troubleshooting of entire plant electrical system. Assists in maintaining and troubleshooting electrical panels where voltages consist of 120, 480, and 12,470 volts AC. This includes all cogeneration, main switchgear (MSGR), and emergency generator panels, as well as all transformers and motor starters.

Installs conduit, pull boxes, and junction boxes and pulls wiring from field devices to control panels. Maintains plant’s lighting systems, and the cleanliness of electrical cabinets.

Works with the plants electrical and instrumentation technicians in identifying need, initiating, and coordinating work by SCADA system integrator consultant and assists in the functions of the consultant.

Responsible for documentation of wiring diagrams and procedures performed on the SCADA system.

Responds to instances of monitoring, electrical control, and SCADA system failures and troubleshoots and makes repairs as needed to restore proper functioning.

Maintains and troubleshoots all fiber optic cable and networking. May work with the District’s IT technician on plant networks.

Performs other duties as required and assigned.

Journeyman:
Ability to communicate effectively, verbally and in writing; ability to develop working relationships with supervisors and co-workers. Must be a self- starter, know and understand safety policies and procedures, promote a safety culture, possess a thorough knowledge and demonstrate the ability to effectively troubleshoot and repair all plant electrical equipment, and instrumentation controls. Thorough knowledge of the treatment plant electrical equipment maintenance, repair, and troubleshooting. This includes VFD’s, MCC’s, transformers, and medium voltage switchgear.

Assists in development of policies and procedures related to content, functionality, access, modification, updating, stability, reliability, and troubleshooting of the plant’s SCADA system.

Performs all required maintenance and troubleshooting of entire plant electrical system. Maintains and troubleshoots electrical panels where voltages consist of 120, 480, and 12,470 volts AC. This includes all Cogen, MSGR, and Emergency Generator as well as all transformers and motor starters.

Maintains and troubleshoots all plant variable frequency drives, documents all VFD control programming.

Maintains and troubleshoots all plant electrical motors, local control panels, and field wiring.

Assists in identifying need, initiating, and coordinating work by SCADA system integrator consultant and assists in the functions of the consultant.

Documents all procedures performed on the SCADA system.

Responds to instances of monitoring, electrical control, and SCADA system failures and troubleshoots and makes repairs as needed to restore proper functioning.

Develops and implements program to assure accuracy and reliability of monitoring and control devices and systems including routine calibration and reliability checks.

Assists in instrumentation and control related electrical issues including installation, maintenance, troubleshooting and repair.

Assists in maintaining and troubleshooting all fiber optic cable.

Performs other duties as required and assigned.

Master:
Responsible for ensuring all electrical work performed at the plant meets or exceeds the NEC Standards, NFPA 70E requirements, and treatment plant standards. Reviews construction project submittals and drawings. Gives suggestions and recommendations on all treatment facility expansion electrical projects.

Responsible in upholding the District’s strong belief in a world-class preventative maintenance program. This includes the implementation of arc flash analysis, breaker testing, partial discharge testing, transformer oil sampling, fire alarm testing, thermal imaging, and etc.

Oversees all required maintenance and troubleshooting of entire plant electrical system. Maintains and troubleshoots electrical panels where voltages consist of 120, 240, 480, and 12,470 volts AC. This includes all cogeneration, main switch gear substation (MSGR), and emergency generators as well as all transformers and motor control centers.

Accurately troubleshoot and diagnose all problems with power generation equipment, including problems with automatic transfer switches (ATS), generator and governing controls, and AC/DC. Understands how to parallel multiple power systems with a power utility.

Manages and troubleshoots all variable frequency drives (VFD), plant electrical motors, local control panels, Motor Control Centers, and field wiring.

Manages and documents all VFD control programming, protective breaker settings, protective relay settings, time delays, and reviews parameters as needed.

Prioritizes instances of electrical system failures. Troubleshoots and makes repairs as needed to restore proper functionality and increase reliability.

Assists in instrumentation and control related electrical issues including installation, maintenance, troubleshooting and repair.

Assists in maintaining and troubleshooting all fiber optic cable.

Performs other duties as required and assigned.


Minimum Qualifications:

Apprentice:

1. Education and Experience:
Graduation from high school and an accredited electrical training program, or currently enrolled in an accredited electrical training program.
Must successfully complete the accredited electrical training program within 5 years.

2. Required Knowledge, Skills, and Abilities:
Ability to use computer and computer systems to monitor, maintain, and troubleshoot plant’s SCADA system and document wiring diagrams.
Must be able to follow and adhere to all plant safety procedures, and demonstrate good safe work practices when working in all electrical cabinets. Must be familiar with Utah electrical code and follow it when completing all tasks.
Must be detail oriented when installing conduit and electrical control panels.
Demonstrated ability to be self motivated and be a self starter, taking initiative within job description and authority.
Demonstrated ability to work with others in a team environment with shared goals and tasks.
Able to walk, lift, reach, stoop, stand, grasp, balance, climb, kneel, crouch, and lift 70 pounds frequently.

3. Special Qualifications:
Must possess a Utah Apprentice Electrical license or ability to obtain within 30 days of hire.
Must possess a Wastewater Treatment Operator Grade 4 Certification or higher, or obtain within 4 years.
Must possess a valid Utah State Driver’s license.
Must be willing to work on-call (24 hour), and respond to the plant site within 30 minutes of a call out after hours.
Must be a member of the ERT Team.

Journeyman:

1. Education and Experience:
Graduation from junior college with an associates degree in computer technology, instrumentation technology, electrical systems, or related field;
AND
Six (6) years of progressively responsible experience in treatment plant maintenance, electrical, instrumentation, and control;
OR
An equivalent combination of education and experience.

2. Required Knowledge, Skills, and Abilities:
Thorough knowledge of technical treatment plant electrical equipment and its operation, control, maintenance, and repair; thorough knowledge of plant processes; thorough knowledge of all electrical hazards and precautions associated with plant electrical and control systems.
Thorough knowledge of a wide variety of electronic sensing, monitoring, and controlling devices including pressure, temperature, flow, level, electrical (volt, amp, freq, phase, etc.), gauges, transmitters, probes, RTU’s, RTD’s, etc.
Ability to monitor, maintain, troubleshoot electric motors, Variable Frequency Drives, local control panels, field wiring, and motor starters.
Ability to use computer and computer systems to monitor, maintain, and troubleshoot plant’s SCADA system.
Must be able to follow and adhere to all plant safety procedures, and demonstrate good safe work practices when working in all electrical cabinets.
Good understanding of MS Excel and MS Access.
Demonstrated ability to be self motivated and be a self starter, taking initiative within job description and authority.
Demonstrated ability to work with others in a team environment with shared goals and tasks.
Able to walk, lift, reach, stoop, stand, grasp, balance, climb, kneel, crouch, and lift 70 pounds frequently.

Master:

1. Education and Experience:
Graduation from junior college with an associate degree in computer technology, instrumentation technology, electrical systems, or related field;
AND
Eight (8) years of progressively responsible experience in treatment plant maintenance, electrical, instrumentation, and control;
OR
An equivalent combination of education and experience.
2. Required Knowledge, Skills, and Abilities:
Thorough knowledge of technical treatment plant electrical equipment and machinery including its operation, control, maintenance, and repair.
Thorough knowledge of plant processes, knowledge of hazards and precautions associated with plant operations and processes.
Thorough knowledge of a wide variety of electrical sensing, monitoring, and controlling devices including breaker controls, protective relays, generator controls, governing controls, electrical metering volts, amp, frequency, phase, power factor, etc.
Ability to monitor, maintain and troubleshoot electric motors, variable frequency drives, motor control centers, local control panels, and field wiring.
Ability to use computer and computer systems to monitor, maintain, and troubleshoot plant’s electrical system. Good understanding of MS Office including Excel and Outlook.
Must be able to follow and adhere to strict safety procedures and demonstrate good safe work practices when working in all electrical cabinets.
Demonstrated ability to be self-motivated and be a self-starter. Takes initiative within job description and authority.
Demonstrated ability to work with others in a team environment with shared goals and tasks.

Must be willing to work on-call (24 hours) and respond to the facility within 30 minutes

Work Environment:
Daily exposure to hazardous conditions such as: working on high ladders and in manholes; daily potential for hazardous exposure to methane, hydrogen sulfide, and chlorine gases; daily potential for hazardous exposure to oxygen deficient atmosphere; daily exposure to seasonal changes and weather extremes; daily potential for hazardous exposure to electrical shock, industrial wastes and raw sewage (containing pathogens such as typhoid, paratyphoid, dysentery, polio, tetanus, etc.); daily exposure to moving parts and equipment such as pumps, motors, heavy equipment, etc.; daily exposure to stressful environmental conditions such as dust, fumes, dampness, cold, heat, and noise.
